Add a new layer, and Flood fill.
Tool options>Flood Fill
 using the SnowPattern1,
Scale 100%, and Angle: 181.

Click inside of the selected areas

On your layers palette, drag the Snowfill layer
down below your RedWht_Text layer,
and rename this layer Snowfill.

Duplicate the Snowfill layer 2 times,
for a total of 3.
We want to apply the noise effect to
all three of these Snowfill layers.
For this tutorial I am using the dsb flux filter
*Bright Noise with Mix selected.*  It can also be
done using the Noise effect in PSP7 ,
uniform selected.
*If using PSP8, select Noise>Gaussian
and Monochrome.

The settings below, can be used
 with any of the above listed noise effects.

Click on the 1st Snowfill layer: Noise>29.
Effects>Sharpen>Sharpen.

Click on the 2nd Snowfill layer: Noise>23.
Effects>Sharpen>Sharpen.

Click on the 3rd Snowfill layer: Noise>26.
Effects>Sharpen>Sharpen.

Now, duplicate the RedWht_text layer twice,
(for a total of three.)
*Delete the empty bottom Layer1.*

X out all layers except one each of your
RedWht_Txt, and one Snowfill layer.

Go to Layers>Merge>Merge Visible and X out.

Un-X the next copy of your text
and the next Snowfill layer.
Layers>Merge>Merge Visible and X out.

Un-X the last text layer and Snowfill layer.
Layers>Merge>Merge Visible.
Un-X all three merged layers.

Go to File>Save As>GlitterSnowText.
~~~~
Open Animation Shop.
Go to File>Open>GlitterSnowText.
Crop & Save as a gif file.
:)
^For this one, I applied a small drop shadow, used a white background, and added noise to the cute "fallen snowman" tube from >Karen's Korner<
