Open the tube of your choice, in PSP7.
Shift D to duplicate, and close out the original.
Go to Image>Canvas Size, 500 x 500.
 
Next, go to Image>Resize  
(Percentage of original) if needed.
Resize type: Bicubic Resample.
 
*Optional*
For the tube in my example,
I then used the lasso tool, to go around
the bottom of the tube;
*set freehand and feather to 0*
as shown.
 
   
 
Selections>Modify>Feather 3.
Hit the Delete button 2 or 3 times.
Deselect.
 
Go to Effects>Artistic Effects>Chrome.
Apply these settings:
Flaws: 2
Brightness: 67
Color: #DEB887 
*Deselect.
 
Name the layer Bronze
and X out.
 
  
 
Add a new layer.
Using the preset shapes,
draw a rectangle.
Line width 4.
Stroke set to: #625B56
Fill set to null.
 
*Using the blocks
as your guide, make a rectangle
 14 x 14 blocks or, larger if you prefer.*
 
 
Selections>Select All>Select Float.
Go to Effects>Scuplture>Old Paper.
Size: 100
Smoothness: 10
Depth: 3
Ambience: 0
Shininess: 46
Color: #F3D3AC
Angle: 315
Intensity: 30
Elevation: 56
Click Ok.
 
While still selected,
go to Effects>Texture Effect>Blinds.
Width: 6
Opacity: 49
Color: #4F4D4A
Horizontal and
Light from left/top both checked.
Click ok.
 
Now Effects>Artistic Effects>Chrome.
Flaws 2:
Brightness: 67
Color: #DEB887
Click ok.
Deselect.
 
Using the magic wand,
click inside of the frame outline.
Go to Selections>Modify>Expand 2.
Click ok.
 
  
 
Add a new layer, and flood fill with #C2B19D.
Name the layer frame edge1.
Effects>Texture Effect>Texture>Grid.
Apply these settings.
Size: 25%
Smoothness: 0
Depth: 1
Ambience: 0
Shininess: 13
Color: #D6CCC2
Angle: 148
Intensity: 51
Elevation: 34
Click ok.
 
While selected, go to Effects>PlugIns>
Mura's Meister>Clouds>Fog.
 
Apply these settings:
*Screen
*Fog
Light: Color #CEC3B8
FG: Color #DDCFC1
 
 
 
Deselect and rename Frame Bkgrd.
On your layers palette, drag that layer
below the frame edge1 layer.
 
 
 
Add a new layer.
Using the preset shapes, draw
another rectangle inside of the picture.
Line width 4.
Stroke set to: #625B56
Fill set to null.
 
Selections>Select All>Select Float.
Go to Effects>Scuplture>Old Paper.
Size: 100
Smoothness: 10
Depth: 3
Ambience: 0
Shininess: 46
Color: #F3D3AC
Angle: 315
Intensity: 30
Elevation: 56
Click Ok.
 
While still selected,
go to Effects>Texture Effect>Blinds.
Width: 6
